The Technical Debt Nobody Budgets For: Workarounds

How utilities can identify costly manual processes and modernize one workflow at a time

Technical debt is easy to picture when it looks like an aging application, an unsupported operating system, or infrastructure that is overdue for replacement.

But some of the most expensive technical debt does not look technical at all.

It looks like a spreadsheet someone updates every morning. A dispatcher making phone calls because two systems do not share information. A field technician writing something down so it can be entered into another system later. A supervisor keeping a separate list because the information they need is difficult to find. A nightly process that moves data from one place to another because the systems were never designed to communicate directly.

Individually, these workarounds can seem harmless. Sometimes they are even the fastest and most practical answer to an immediate problem.

The trouble starts when temporary fixes become permanent processes.

When a workaround becomes infrastructure

Most organizations do not intentionally design complicated manual processes. They accumulate them.

A new requirement appears, so someone creates a spreadsheet. Another department needs the same information, so an email gets added to the process. A system cannot capture one important data point, so staff begin tracking it separately. Over time, employees learn which extra steps are required to make everything work.

Eventually, the workaround becomes part of the operation.

At that point, the organization is maintaining more than its official technology stack. It is also maintaining an unofficial network of manual handoffs, duplicate data entry, institutional knowledge, and processes that depend on specific people knowing what happens next.

That has a real cost.

Employees spend time moving information instead of using it. Field and office teams may be working from different versions of the same information. Supervisors have less visibility into work as it happens. Data can be entered twice, entered inconsistently, or missed altogether. When experienced employees leave, organizations can also discover that an important piece of their operating process lived largely in someone’s head.

None of those expenses necessarily appear as a line item called “technical debt,” but they are still the result of technology that no longer fully supports the way the organization operates.

The goal does not have to be replacing everything

Recognizing technical debt can create another problem: the assumption that fixing it requires a massive transformation project.

For many utilities, that is neither realistic nor necessary.

A more practical approach is to look for individual workflows where technology gaps are creating the most manual effort and address those first.

Start with questions such as:

  • Where are employees entering the same information more than once?
  • Which processes depend heavily on spreadsheets, emails, phone calls, or handwritten notes?
  • Where do field and office teams struggle to see the same information?
  • Which tasks require employees to move information manually between systems?
  • Where does work slow down because someone has to track down a status update?
  • Which processes would be difficult for a new employee to understand without help from someone who has been doing them for years?

Those are often signs that a workaround has become operational infrastructure.

From there, modernization becomes much more manageable. Instead of asking, “How do we replace our entire technology environment?” the organization can ask, “Which workflow is costing us the most time or creating the most risk, and what would it take to simplify it?”

Modernize the work, not just the software

For field operations, this can mean connecting processes that were historically separate.

Service order management, for example, can support the lifecycle of work from creation and scheduling through dispatch, field completion, approval, and follow-up. Real-time communication between field devices and central systems can reduce the need for employees to manually relay status updates. GIS integrations can bring location information into field workflows, while mobile tools can allow technicians to access and complete work even when connectivity is limited.

The same principle applies to smaller pain points.

Automated dispatching can reduce repetitive assignment work. Digital attachments can improve the exchange of field documentation between office and field teams. Appointment management and customer notifications can reduce manual communication surrounding scheduled work. Dashboards and reporting can make operational information easier to access without maintaining separate tracking tools.

The value is not simply adding more technology.

It is removing unnecessary steps.

A successful modernization effort should leave fewer places where someone has to remember to copy something, re-enter something, send something, check something, or explain how the “real” process works outside the system.

Start with the workaround everyone complains about

Organizations can spend years documenting technical debt and building long-term modernization roadmaps. Those exercises have value, but there is also something to be said for starting with the obvious pain.

Every organization has a process employees complain about.

Maybe dispatchers spend too much time manually assigning routine work. Maybe field technicians cannot easily access information they need away from the office. Maybe customer service staff have to contact another department just to determine the status of a field order. Maybe supervisors are maintaining their own spreadsheets because the information they need is scattered across systems.

Those frustrations are useful signals.

They show where employees are compensating for gaps in the technology environment, and they often reveal opportunities where a relatively focused change can eliminate hours of recurring manual effort.

Technical debt does not have to be solved all at once.

In many cases, the better strategy is to find the workarounds that have quietly become part of everyday operations, understand why they exist, and remove them one workflow at a time.

Because the most expensive legacy system in your organization might not be a system at all.

It might be the process everyone has simply learned to live with.
